BENEFICIARY SATISFACTION WITH A HYDROPOWER COMPANY'S COCONUT AND FISH WASTE VALORISATION PROGRAMME: A COMMUNITY SATISFACTION INDEX ASSESSMENT IN KAMPAR REGENCY, INDONESIA

Corporate community development programmes are widely used to share the benefits of energy and resource operations with local communities, yet beneficiary-centred evaluations from the hydropower sector remain scarce. This study assessed beneficiary satisfaction with a coconut and fish waste valorisation programme implemented by a hydropower company in Kampar Regency, Indonesia. Structured face-to-face interviews were conducted with 52 beneficiary representatives in August 2026 using a four-point Likert-type questionnaire covering thirteen elements across three aspects: the overall programme, programme management, and programme delivery and service. Responses were converted into an equal-weight Community Satisfaction Index on a 0–100 scale. The total index reached 87.19, indicating that beneficiaries were very satisfied. Delivery and service scored highest at 89.66, led by the company's responsiveness to community feedback, followed by programme management at 86.88 and the overall programme at 85.03. Income gains were rated most favourably among the perceived benefits, whereas environmental improvement attracted the largest share of less favourable ratings. Participation was stronger in implementation than in planning and evaluation, and facilitators were valued more for community closeness than technical competence. High satisfaction coexisted with continued demand for support, indicating that strengthened participatory planning, technical facilitation and measurable environmental outcomes are needed to secure community self-reliance.
